Gaining notable publicity after the 9/11 attacks on the World Trade Center while he was Mayor of New York City, Rudolph Giuliani has long been considered one of the most liberal of the major Republicans running for the presidential nomination. Among the "12 Commitments" has touted in his campaign, he says he will cut taxes, increase America's energy independence, and end illegal immigration.
